Ivan Serdyuk appointed as Chairman of the Central Securities Depository’s Management Board

Starting from September 1, 2026, Ivan Serdyuk has been appointed as the Chairman of the Management Board of Central Securities Depository JSC (KCSD).

Ivan Serdyuk has 18 years of experience in the financial sector. His professional expertise spans monetary and foreign exchange policy, international reserves management, operations in money and foreign exchange markets, government securities market development, and integration of Kazakhstan’s financial infrastructure with international markets.

From 2007 to 2024, Ivan Serdyuk worked at the National Bank of the Republic of Kazakhstan, where he progressed from economist and dealer to Deputy Director of the Monetary Operations Department. Over the years, he was responsible for managing international reserves, developing and implementing monetary policy instruments, overseeing bullion and banknote operations, and developing government securities market.

He contributed to a number of major initiatives in Kazakhstan’s financial market, including the development of a risk-free yield curve, the establishment of a primary dealer system, measures to enhance liquidity in the secondary market for government securities, and efforts to facilitate international investors’ access to the Kazakhstani market. Ivan Serdyuk also participated in integrating the domestic market with Clearstream and Euroclear international securities settlement systems and contributed to the initiative to include Kazakhstan’s government securities in J.P. Morgan GBI-EM Index.

He has extensive experience in corporate governance and the strategic development of financial infrastructure institutions. In 2019–2020, Ivan Serdyuk was the member of the Board of Directors and the Strategy Committee of Kazakhstan Stock Exchange JSC (KASE). From 2021 to 2024, he was the member of the Strategy Committee of the Central Securities Depository. Since February 2024, he has also served on the Board of Directors of KASE Clearing Centre JSC.

In 2025–2026, Ivan Serdyuk served as Advisor to the Chairman of the Management Board of KCSD. He also contributed to the preparation of the Bond Market Guide for Kazakhstan in cooperation with Asian Development Bank and key participants of Kazakhstan’s financial market.

Prior to his appointment as Chairman of the Management Board of KCSD, Ivan Serdyuk was the member of the Board of Directors and Chief Investment Officer of Valor Capital Ltd., an investment company registered with Astana International Financial Centre.

Ivan Serdyuk graduated from the International Academy of Business with a degree in Finance and Banking. He also holds an Executive MBA from Nazarbayev University and a Graduate Certificate in Global Management from Duke University’s Fuqua School of Business.

He has been awarded “Honored Employee of the National Bank of Kazakhstan” badge, as well as “20 Years of Tenge”, “30 Years of Independence of the Republic of Kazakhstan”, and “For Distinguished Labour” medals.

In his new role, Ivan Serdyuk will focus on the further development of the Central Securities Depository as a key institution within Kazakhstan’s financial infrastructure, enhancing services for market participants, implementing international standards, and further integrating Kazakhstan’s capital market into the global financial system.
